Ha! These things have been rumors in the "conspiracy" community for years, some actually claiming to have documentation. The weird Navy Seal guy who scared me in the mid-1990s swore that these rumors were true.
It's actualy quite scary. Many, many, people claiming to be victim of just such technology have come forward in the past and were dismissed and diagnosed as 'insane'. Were they unknowing victims of an experiment?
